By the time Lord Pemberton arrived at the scene, plainclothes men had finished cleaning up the mess and two older women were escorting the young girl back to the house of ill-repute. One of the plainclothes, a grey-haired man in a dark silk suit, approached Pemberton. "Excuse me, sir," he said, voice smooth and devoid of definable accent, "This is a crime scene. We ask if you are not a member of the United States Department of Justice to please stay clear of the area. And, since all twelve members of the Bureau of Investigation are already here, I know you are not one of us."
The man smiled, but it was a cold, unfriendly smile.
Pemberton, a
